indebalya (Childhood now) explo++industry in
Karnataka. Based in the context of children working in this
sector, this 33-min film scrutinises the inhuman conditions
in which the children work.
The gross violation of childrens rights is brought
out in the film through a series of interviews with children,
their parents, policy makers and development workers The film
is directed by Natesh Ullal and produced by MAYA.
The Karnataka silk industry has been promoted since
the 1980s as a miracle solution to development of the region,
as it was labour intensive, low cost, and a source of high
income.
The sericulture industry in Karnataka is child-based,
with reeling equipment built specifically for usage by children
- miniature wheels, cramped spaces, and low bobbins under
which only children can fit.
Easily bullied and uncomplaining, they are exploited
in the appalling conditions of the silk units. Further, employing
children lowers the cost for the unit owner.
The employment of children below 14 yrs is in direct
contravention of specific legislations and notifications that
prohibit child labour. The enforcement of these laws, however,
is weak due to public apathy and the l ack of responsive civic
institutions and Government machinery.
About 2 lakh children are now employed in the sericulture
industry in Karnataka.
