Summary
This report addresses issues of the growing
incidence of child labour in the sericulture sector in Channapatna and
Ramanagaram talukas of Bangalore Rural district. Karnataka - the largest
silk producing state in the country - continues to employ children in
the sericulture industry. The employment of children, ostensibly to
provide employment to the poor families, has in fact benefitted only
the silk reelers and filature unit owners and not the families or the
children employed. Further, it has also been observed that the sericulture
industry acts as an incentive for parents to send their children to
work rather than to school. The Government, on its part, has failed
to take any definitive action to prevent children from being employed.
On the contrary, there has been an entrenchment of child labour in this
sector, which includes designing child-sized reeling machines that children
can work on. More importantly, the sericulture sector is an example
of gross violation of childrens right to participation, survival, protection
and development.
Consequently, there is an urgent need to redefine our understanding
of development and highlight the ways in which social underdevelopment
is sustained.
